Why are automatic winners selected 1 hour after period change at the earliest?

If a prize has been set up to automatically select a winner, it will do so abiding to the rules set up on the prize and the following rules:

1. Three hours before first daily SMS or email send time
2. At the earliest one hour after period change

The reason for the one hour after period change is, that we want to ensure the system has processed all answers for the period.
